2011年核能行业质量管理研讨会会议

  •  2011年9月26日至27日,“2012年核电厂调试启动研讨会”在在北京召开。本届研讨会由中国核能行业协会主办,华能核电开发有限公司协办。来自工业和信息化部科技司、核能协会、环保部核与辐射安全中心、相关核电集团公司、核电厂营运单位、研究设计院所、高校、设备制造等70家单位的近150位代表参加了研讨。中国核能行业协会副理事长赵成昆致开幕词,华能核电开发有限公司副总经理崔绍章致欢迎词,工业和信息化部科技司调研员李进忠到会讲话。协会副秘书长冯毅主持了开幕仪式。中广核工程有限公司常务副总经理夏林泉和大亚湾核电运营管理有限责任公司安全质保部经理周建平作了主题发言,田有军、简斌、刘咏梅、张洁、周平原、王艳霞等20名专家作了专题技术报告。

    摘 要:本文以国企为背景,描述了国内质量管理现状与表象,从体系文件、质量信息、计量检测、不符合项管理等几个方面重点剖析了国企质量管理体系运行中常见的主要问题、问题形成的过程及造成的不良后果和影响;同时分别从组织机构设置及调整和管理者观念两个角度对问题产生的直接原因和根本原因进行了探讨,指出了问题解决的思路和方向。

    Abstract:This article describes the status and phenomena of the quality management in state-owned enterprise. It illustrates the issues occurred in the QM system,details into the course of the issues and their consequences based on the documentation of system,quality information,metrology and inspection and the management of the non-conformance. Meanwhile,from two points of view,design of the organization and the conception of the manager,the author discuss the direct reason and root cause of the issues in detail,and define the means to settle the issues.

    2 核电厂质量管理的发展方向
    ——从核电质保法规的变化所看到的

    摘 要:通过对 IAEA(国际原子能机构)出版的 3 个核电质保法规的研究,分析了核电厂质量管理的变化趋势,根据分析结果给出了核电厂质量管理发展方向的建议:即必须坚持以核安全为中心,做到“全员参与,人人都是安全屏障”,加强过程管理的理念和方法,加强经验反馈,实施质量的持续改进,有效落实纠正和预防措施,不断提高核电厂的运行安全性、业绩和效益。

    Abstract:Based on the latest 3 nuclear power quality assurance regulation issued by IAEA,this paper analyzes quality management variation trends of nuclear power plant,and gives some advices.

    摘  要:通过介绍 IAEA 从质量保证(质量管理)转变到一体化管理体系的背景,分析这一变化的主要内容,重点介绍了其中的过程方法,提出我国核行业推进一体化管理体系的建议。

    IAEA:from Quality Assurance to Integrated Management System
    Abstract:This paper introduces the backgrounds under which IAEA’s safety requirement transfers from the quality assurance(quality management)to the integrated management system(IMS),and the main change of the requirement. The process approach for management systems is the focus. Some suggestions about the push of IMS application in China are given at the end.

    4 从 GS-R-3 看管理体系标准的发展趋势 徐文征 国家核电技术公司安全质量部
    摘  要:IAEA发布了GS-R-3系列管理体系要求的文件,ISO也已经开始进行管理体系标准的研究,提出了管理体系标准的愿景,本文通过对管理体系标准相关资料的跟踪,分析了管理体系标准的思想、构架及发展趋势。

    Abstract:The IAEA issued the standards of management system requirement(GS-R-3). The management system standards also havebeen researched by ISO,a draft of “joint vision” of MSS was developed.     5 有关管理部门审查的探讨 段红卫 环境保护部核与辐射安全中心
    摘 要:实施质量保证是核电和其它核设施工程的重要方面,为此必须制定和有效实施质量保证大纲,而质量保证大纲的状况和适用性是要通过管理部门审查来验证和评定的。由于是国外引进的理念和要求,可参考的资料不多,一般又无暇顾及这些,所以国内各单位在实施时都基于各自的认知水平在做管理部门审查,因而出现了这样或那样问题,实施方法和深入程度差别很大,为正本清源本文作者根据我国核安全法规和导则、IAEA 以及 NRC 等的资料来论述管理部门审查的由来、目的、方法和报告等基本理念和要求。为了识别与质保监查的区别,还对两者进行了比较。

    Abstract:The implementation of the quality assurance of nuclear power and other nuclear facilities is an important aspect of the project,so we must establish and implement the quality assurance programme. The status and applicability of the quality assurance programme is verified and evaluated by the management review. Because the idea and method for management review are from foreign,the reference data is few,and domestic organization rarely take account of these,so the implementation are based on the respective cognitive level in management review and appeared many problems,the implementation method and depth varies greatly. In order to clarifying matters and getting to the bottom of the management review,the author base on our country’s nuclear safety regulations and guidelines,IAEA and NRC origin information to discuss the basic concepts and requirements of the management review,including the origin,purpose,method and report. The author also compares the difference between the management review and the quality assurance audit.

    7 基于风险的核电厂质量保证分级方法研究 王艳霞 华能核电开发有限公司
    摘  要:由于物项、过程和服务的对于核电厂的质量影响不同,需采取不同的质量保证措施以达到规定的要求,所以应进行量保证分级。十多年的质保分级实践,提出了一些不同级别的质量保证要求,但取得的管理效果不很令人满意。本文提出一种基于质量风险的分级方法,首先对质量管理对象进行分级,再根据对管理对象不同的质量要求,提出分级的质量保证标准。

    Abstract:The items,processes and services in the quality activity affect the quality of nuclear power plant with different level. The grading quality assurance measures should be taken to achieve prescriptive quality requirement. In the past ten years,practices about quality assurance grading have the efficacy not satisfied by responsible organizations. This paper discusses a new QA grading manner based on quality risk. The quality management object such as project,technical processes and influencing factor on quality should be classified,and then,the various QA requirement standards   matching   the items,processes and
    services quality classification be determined.

    8 建立基于实效的核电质量管理体系 彭瑞华 中核集团三门核电有限公司
    摘  要:当前国内核电行业和相关上游产业仍普通实行基于符合性理念而缺乏实效的质量管理。其因由来自于当前法规和标准本身的特点、质量管理理念和行业质量管理能力等各方面。核电行业需要从这几方面着手解决存在的问题,实现基于绩效的质量管理。

    Abstract:The current domestic nuclear industry and related supplying chains still commonly perform quality management based on a conformance-based philosophy resulting inadequate effectiveness. This situation is a result of the features of current regulation and standards,quality management philosophy and industry quality management capability. The nuclear industry needs to resolve the issues focusing on these aspects to achieve a performance-based quality management.

    9 ISO9001:2008 和 HAF003 两种体系的有机整合
    —— 促进核电企业管理水平提升

    摘  要:本文结合核电厂及核电供应商ISO9001:2008标准与HAF003法规体系的运行现状,对两种体系的标准/法规进行对比和分析,找出相同点和主要差异,并对如何进行ISO9001:2008 与HAF003两种体系的有机整合,更好的发挥整合后体系的有效性,提升核电企业的管理水平,提出了思路和方法。

    Abstract:This article through combining with the nuclear power plant and nuclear power suppliers operation status of ISO9001:2008 and HAF003 standard/code system,compare and analyze the two standard/code system to find out the similarities and the main differences,and how to integrate the two kind standard/code system in order to play better effectiveness of the organic integrative system,improve the management level of the nuclear power enterprises,and puts forward the ideas and methods.

    11 EPC 总承包模式下重要活动中质量保证效能

    摘  要:随着核电形势发展的需要,高质量、高标准的核电建造对质量保证水平和建造管理能力提出更高的要求。这个要求是迫切的。所以,有必要采取措施加强和改进核电项目中质量保证的效能建设,减少短期行为,完善要素系统性。本文主要从质量保证管理的角度,提出问题,进行分析,并初步地提出质量保证效能的评价矩阵,进而提出一些针对性的建议。

    Abstract:With the nuclear power situation and development,higher quality and standards of the construction nuclear power has a higher requirement for the level of quality assurance and construction management capabilities. This requirement is urgent. Therefore,it is necessary to take measures to strengthen and improve the quality assurance of nuclear power projects in the performance of construction,to reduce short-term behaviors,to ameliorate the systems of factors. So,this article,from the perspective of quality assurance management,asks and analyses questions,preliminarily proposes evaluation matrix of the performance of quality assurance,and then makes some specific recommendations.

    摘 要:本论文根据作者近6年来对国内、国外(欧洲部分)采购合同的项目执行和质量管理工作经历,通过多次参与国内、国外供应商开工会、核安全文化宣贯、项目管理培训、对供应商进行多次的质量保证监督/监查及其他工作等,从质量管理理念和文化层面、组织构架和项目管理模式、资源管理和调配、产品实现过程、质量管理的监督过程、对于顾客要求和合同要求的响应、管理过程的信息化和流程化、标准体系的建设等八大方面对国内和国外设备制造企业质量管理体系水平、管理方式和现状的异同进行了比较和分析,以期达到相互借鉴、查缺补漏、改进提高的目的。

    Abstract:The writers focused on the project management and quality assurance management of domestic and oversea(European part)equipments procurement contracts for nearly 6 years. After participating in many times kick-off meetings,nuclear safety indoctrinations,project management trainings and quality assurance surveillances/audits to the domestic and oversea suppliers,the writers had the chances to experience and compare the differences among quality management level,models and situation between domestic and oversea enterprise and equipment manufactures. In this paper,the writers analyze and describe the differences in eight aspects,which include quality management principle and culture,organization and project management model,resource management and mobilization,product realization process,quality surveillance process,respondence to customers and contracts requirements,the informatization and processlization in management,the establishment of standardization system. Therefore,the aim of the paper is to learn from each other,make up the deficiencies and urge the improvement in quality management.

    摘 要:本文结合核电站土建工程的施工特点,从核安全出发,说明了核安全文化与核电站建造质量的关系,阐述了核电站质量文化的建立、内容及践行核安全文化的要求,并介绍了中国核工业华兴建设有限公司在通过提升质量管理水平践行核安全文化过程中的一些具体实践,旨在与国内同行交流和参考。

    Abstract:Combining with the construction features of the nuclear civil engineering,starting from nuclear safety,this essay explains nuclear safety culture and the quality of nuclear power plant construction.     摘 要:在我国新一轮核电建设高峰中,各管理公司和专业公司均面临开工项目多,任务重,专业人员配备不足的问题。本文针对如何加快质保专业人员的人才梯队和结构建设,结合所在项目专业人员培育的探索实践,从面临的现状、相关法规和监管部门的要求进行了分析,提出了供参考的实施对策和建议。

    Abstract:In our country’s new round nuclear power plant construction peak period,each management corporation and specialized corporation has been faced with many problems,such as more projects,heavy tasks and insufficient professional personnel. This article on how to speed up talents succession and structure construction for quality assurance professional personnel,Combined with cultivation exploration and practice of professional personnel in project,facing present situation,related regulations and the requirements of  supervision department are all analyzed,so as to provide some implementation measures and suggestions to reference.

    22 优秀的质量文化是保证核安全的基石 孙  权  段  然 国家核电电站运行服务技术有限公司
    摘 要:国家核电技术公司(以下简称国家核电)是代表国家受让第三代先进核电技术,实施相关工程设计和项目管理的大型国有企业。公司组建四年以来,质量文化建设取得了长足的进步,已逐渐引起国内核电行业的关注。质量文化不仅为企业的和谐发展注入了源源不段的动力,同时也为后续的核电发展,起到了良好的示范作用。本文通过对日本福岛核危机的分析总结,结合国家核电的质量文化,来阐述优秀的质量文化是保证核安全的基石。

    Abstract:State Nuclear Power Technology Company(SNPTC)is a large scale stated owned company with AP1000 advanced Nuclear Power Technology on behalf of China officially. With four years establishment,SNPTC has been gradually concerned so far especially the development of quality culture in domestic field. Quality culture makes good demonstration of both society and nuclear development in the future. The aim of this essay is to analyze the relationship between quality culture and nuclear power safety through the studying of Japan Fukushima nuclear power plant issue.

    摘 要:核岛机械部件的生产能力已无法满足核电的发展需求。为实现我国核电发展目标,需加快我国核岛关键机械部件的国产化。以除核岛大型铸锻件、核燃料及其相关的材料以外的核岛机械部件用材为例,通过分析和探讨我国目前核岛机械部件材料的标准规范、供货及研发现状、生产能力和存在问题,找出制约我国核电发展的主要障碍和因素,给出对策和建议,以期对加快我国核岛关键机械部件的国产化进程有所帮助。

    Abstract:The production capacity of Nuclear Island Mechanical Components(NIMC)falls far short of the demand of the massive development of nuclear power. To achieve the goal of development of nuclear power in China,the localization progress of key NIMC needs to be speeded up. Taking materials for NIMC(not including large castings and forgings,nuclear fuel and related materials)as example,through the analysis and discussion of the standard or norm,status quo of supply and research,production capacity and existing problems of materials for NIMC in China,the major obstacles and factors that restrict the development of nuclear power are found out,and the countermeasures and suggestions are introduced in this paper,in order to accelerate the localization progress of key NIMC.

    24 质量管理在核电企业中的应用 张得亮 福建宁德核电有限公司
    摘 要:根据《核电中长期发展规划(2005~2020年)》,中国核电发展进入了快车道,核电项目建设如雨后春笋一样如火如荼开展起来。但由于核电机组复杂程度高、投资多、风险大、工期长、涉及面广等特点,核电建设项目的不断开工和核电设备制造国产化的趋势,对核电站的设计、制造、建造、调试、运行等方面都带来了很大挑战,具有核电经验人员的短缺、国内核电关键设备制造技术的不足、日本福岛核事故等原因对核电项目建设带来了不少隐患。以福建宁德核电项目为议题,从宁德核电企业自身质量管理体系到对工程建造阶段的质量控制方式进行分析、研究。

    Abstract:According to "long-term nuclear power development plan(2005 ~ 2020)," the development of nuclear power in China has entered the fast lane,the same as nuclear power projects are springing up to carry out in full swing. However,due to the characteristics of the high complexity,more investment and risk,long duration and wide covered range etc. of the nuclear power plant,constant construction of nuclear power projects and the trend of nuclear power equipment manufacturing localization,nuclear power plant design,manufacturing,construction,commissioning,operation and so on have brought a great challenge.
    Nuclear power projects carried out have a lot of hidden dangers owing to the shortage of experienced personnel with nuclear power,the lack of key equipment manufacturing technology in domestic nuclear enterprises and nuclear accidents of Fukushima nuclear power plant etc. Fujian Ningde nuclear power project is analyzed and researched as topic from its own quality management system to quality control of the construction stage.

    摘 要:在三代AP1000先进压水堆核电厂设计中,RTNSS补充质保要求适用于部分对核电厂安全有重要影响的非核安全级设备,它的要求要高于普通工业标准。本文将着重介绍RTNSS的质保要求,分析其与NQA-1体系和ISO9001体系之间的关系,讲解如何在设备采购与监造过程中落实这些质保要求,分享实践经验。

    Abstract:In accordance to the general design of AP1000 advance passive pressure water nuclear power plant,RTNSS supplemental quality assurance requirement instead of normal industry standard is applied to those non-safety related equipments but play a significant plant safety role. The primary aim of this thesis is to introduce RTNSS quality assurance requirement and compare it with NQA-1 system and ISO 9001 system. Knowledge of how to apply those requirements into procurement and surveillance management process as well as some practical experience would also be shared in this thesis.

    摘 要:世界著名的质量管理专家朱兰博士(Dr.Joseph H.Juran)曾经指出“20 世纪是生产力世纪,21世纪是质量的世纪”。可见质量管理实际生产过程中的重要性。本文将从从质量的基本概念出发,概述质量管理理论的形成过程和发展阶段,并对质量管理发展的三个阶段特点进行了比较分析。在此基础上对核电站质量管理理论的形成和发展进行了简介,同时指出核电质保的主要特点是法律性、独立性、计划性、客观性和完整性;“有法可依、有人负责、有章可循、有据可查”是核电质保体系的基础。

    摘 要:以ISO9000族质量管理体系标准为蓝本,分析了该体系与核电站突发事故应急管理领域的适用性基础,探讨了实施ISO9001的积极影响及其在上述领域的等价效果,建立了该领域全参与、全风险、全过程的特点与ISO体系的等价映射,初步分析表明ISO9000族标准在该领域具有一定的适用性。文章也提出了ISO9000术语在该领域应用时的转化理解,希望为后续研究做好铺垫。

    Abstract:Based on prototype of ISO9000 QMS,its serviceability with NPP emergency management is analyzed,positive impact of implying ISO9001 is approachedin addition to its equivalence effect on the latter,equivalence transformation between them is established.     摘 要:市售级检证是一种将市售级物项采购应用于安全相关用途的,满足核安全法规要求的方法,已在国际核电行业中得到多年的实践应用。IAEA和部分国家和地区都制定了市售级物项检证相关的法规、行业导则与标准。然而中国目前仍缺乏这方面的法规要求和行业导则及实践,因此有必要在监管部门和行业内统一认识,尽快修订相关法规和制定行业导则。

    Abstract:Commercial grade dedication is a method for procuring commercial grade items for safety-related application,which meet the requirements of nuclear safety regulations,and has been applied in the world nuclear power industry for many years. IAEA and several countries and regions have established codes and industrial guidance/standards for commercial grade dedication. However,there are still no applicable regulatory requirements and industry guidelines and practice in China,hence it is necessary to reach a mutual understanding among the regulatory authority and the industry,and the code should be amended and industry guidelines issued.

    摘 要:核电全范围模拟机项目开发与电站工程建设同步进行,从参考机组FCD到模拟机现场验收完成并具备完全培训条件,历时约3年多时间。针对项目开发工作量大、数据提交延迟、分包接口复杂、进度控制严格等特点,在项目开发过程中,通过编制项目质保大纲和项目质量计划、加强设计过程和开发过程控制、严格DCS分包商管理、定期开展项目内部质保监查以及提交制造完工报告等手段,对项目开发过程实施有效的质量管理,以保证模拟机的按时保质交付。

    Abstract:Nuclear power plant Full Scope Simulator project is developed simultaneously with the nuclear power plant construction. It will spend about 3 years for FSS project from the reference station FCD to the end of SAT. FSS project features are as follow:a lot of project development work,data submitted late,sub-interface complexity,strict schedule control,etc. In the project development process,to ensure the simulator delivery on time,some effective quality management measures are taken such as the preparation of project quality assurance program and project quality plan,the strengthen of the design and development process control,strict DCS Subcontractors management,regularly carrying out internal quality inspection of projects,submit EOMR and other means.

    摘 要:随着我过核电设备的建设,越来的越多的美标材料由国标材料替代,在施工中我们必须严格执行作为AP1000核电站焊接标准指导规范的ASME标准和AWS标准,这与国内核电焊接标准不一样,有时候在应用时会遇到标准理解问题。本文通过对国标材料焊接过程中需要的焊工资格考试要求和HAF.603,ASME及AWS对目视检验标准的比较,给出了在施工中由于材料代换引起的国标材料不能直接按照美标进行工艺评定的解决方法和依据,以期给读者有益的启迪和参考。

    Abstract:With the analysis of the requirement of nuclear safety codes and guidelines for the measuring and test equipment calibration,considering the current nuclear engineering management situation and the new achievements of modern metrology,this paper proposes that the real measuring and test equipment calibration is deviating from the essential requirement of Nuclear Safety Regulations. The author proposes that to ensure the effective work of measuring and test in nuclear engineering program,according to the classification of the nuclear safety items,MAP measuring quality assurance program should be introduced,more attention should be paid to the professional measurement and test work,should keep eyes on the technology and detail management of the important items’ measuring and test. In this study,the theory and practice basis to control the construction quality and the suggestions to improve the construction management are provided for the nuclear power plant.

    摘 要:在AP1000核电厂中,由于全面采用非能动安全系统来缓解事故,除有限的提供安全相关隔离功能(如安全壳隔离)的系统外,所有能动系统均设计为非安全级的。但这些与安全相关的非安全级设备、系统和构筑物有提供电厂安全纵深防御和补充反应堆冷却剂及导出衰变热的功能。在核电厂发生瞬态和非正常瞬态时作为第一道防线,从而避免安全系统不必要的频繁动作,减轻对非能动系统的压力。设计基准事件72小时后,非安全级能动系统承担给安全级系统提供补给或直接承担堆芯和安全壳热量导出的功能。为此,美国核管会(NRC)为此制定了对这些能动非安全系统的管理办法(RTNSS)。对安全有重要贡献的非安全物项,除一般的非安全级别物项的ISO 9001标准,附加了核质量保证要求。本文阐述了适用于RTNSS要求物项的判别标准以及对这些物项的质量保证要求。

    Abstract:AP1000 advanced passive design features made SSCs(structures,systems,and components) nonsafety-related classes,which is important to safety in active NPP. Safety-related non-nuclear safety SSCs in AP1000 prevent unnecessary actuation of the safety-related passive systems and provide support to extend the use of passive systems beyond 72 hours. Industrial standard QA with some limited augmentations must be applied to ensure their proper functioning. So NRC makes regulatory treatment of non-safety related system. This paper contains quality assurance requirements for safety-related non-nuclear SSCs in AP1000。

    摘 要:核电站高压给水加热系统的主要设备为高压加热器,是双流程U形管表面式热交换器,高压加热器整个制造过程涉及原材料采购、入厂复验、封头压制、筒节卷制和纵缝焊接、环缝焊接、无损检验、热处理、机械加工、装配、管束和管板密封性焊接、氨检漏、胀管、水压试验等工序。本文根据对核电站高压加热器监造的实践,着重阐述了高压加热器的制造过程及关键工序的质量控制及注意事项。

    Abstract:HP heater is main equipment of high pressure feedwater heater of nuclear power station. The manufacturing process is concerned with raw material,retest after acceptance of raw material,hemispherical head pressing,rolling of shell and welding of longitudinal seam,welding of Circumferential seam,nondestructive testing,heat treatment,machining,assembly,the welding of tube and tube sheet,ammonia leak examination,tube expander,hydraulic pressure test. According to the nuclear power station high pressure heater supervision practice,focuses on the high pressure heater manufacturing process and quality control of the key process and matters needing attention.

    摘 要:核电站主设备的质量直接关系到核电站的使用安全和核电站的全寿命,而主设备的制造过程是使采购方的要求和期望最终实现并形成产品的重要过程,也是最终形成产品质量和增值的过程。因此制造过程在设备质量形成过程中占有举足轻重的地位。核岛主设备制造质量是核电站能否满足设计质量的关键,所以核岛主设备制造过程的控制必须得到足够的重视。影响核岛主设备质量的因素很多,本文针对核岛主设备的主要特点,通过六个方面:人、机、料、法、测、环。即通过5M1E来分析研究如何对核岛主设备制造过程进行质量控制。

    摘 要:结构模块施工技术是AP1000堆型核电站建造的关键技术之一,且结构模块是后续管道、电气、通风、通用设备及主设备安装就位基础,故其施工质量很大程度上决定了整个核电站的总体施工质量,所以,在施工过程中必须采取必要的手段控制其施工质量。本文结合本人在CNF三门核电工程施工总承包部承担大型结构模块现场组装、安装的施工经验;对影响模块现场组装、安装施工质量的关键环节及控制技术进行全面的、系统的分析研究,并归纳总结,从而进一步完善与优化大型结构模块组、安装施工方法,为后续AP1000核电项目模块化施工提供参考。

    Abstract:Structure module construction technology is one of the key for AP1000 reactor type nuclear power plant,and the Structure module is base for the follow-up pipes,electrical,ventilation,general equipment and equipment installation,so the construction quality largely determines overall construction quality of the nuclear power plant,so we must take the necessary means to control the construction quality in the construction process,this article combined with my construction experience in the CNF sanmen nuclear power construction General contractors structure module assembly and installation period;the key link construction quality and control technology of affecting the module on-site assembly,installation conduct a comprehensive,systematic analysis,and summarized in order to further improve and optimize construction methods of structure module assembly,installation for the modular construction of the follow-up AP1000 nuclear power project to provide a reference.

    摘 要:由于在实际生产过程中所涉及的工序种类繁多,工序因素复杂,工序质量难以控制,现场工作人员应根据各工序特点,选定既有效的控制方法,避免质量事故的发生。本文通过介绍工序质量控制的定义,提出了基于预防的工序质量控制模式,分析了失效模式与效果分析(FMEA)、故障树分析(FTA)、工序品质控制(PQC)、统计过程控制(SPC)及工序能力分析这几种质量控制方法的特点,研究了这些方法在工序控制中的应用技巧及与它们之间的相互关系。

    摘 要:众所周知,目前的核电站主要建设在沿海区域。海水中富含钙、镁、铁、锰等阳离子以及卤素离子等阴离子。海水里的上述离子对于核电站的诸如CRF循环水系统、除盐水系统等设备均会造成腐蚀。考虑其造价、寿命,以上设备制造通常采用普通碳素结构钢。而用普通碳素结构钢必须进行防腐。目前,国内的防腐措施主要采用衬胶防腐。本文主要内容为衬胶设备的制作、设备的衬胶过程、衬胶设备的质量检验与控制。从质量管理和控制的角度对核电设备以及其它生产领域的衬胶设备生产过程的质量控制以及监督管理进行了探讨。

    Abstract:As is well known,the current nuclear power plants are mainly built in coastal area. The sea is rich in calcium,magnesium,iron,manganese and other cations,and anions such as halogen ion. These ions in the sea will cause corrosion to water systems such as CRF,desalting water system and other equipment. Considering the cost and service life,the manufacturing of above equipments usually use the ordinary carbon structural steel. And these materials have to prevent corrosion. At present,the mainly anti-corrosion measure adopts the rubber lining anticorrosion in China.The main contents of this thesis are rubber lined equipment production,equipment lining rubber process,quality inspection and control of rubber lining equipment. This article will mainly focus on management and control of nuclear power equipment and other production areas which relate to rubber lining. In this paper we will discuss how to control and supervise the quality of rubber lined equipment production.

    Abstract:The share of the thermal power based on coal-fired in the total electric generation has already over 80%,which means the price of the raw coal and the transportation will still be the factors restraining the development of thermal power in China. Moreover,it also put great pressure on environmental protection.So,it is inevitable to open new、clear and safe energy resources,that is the nuclear power. And ZEPM is so honored to take the supervision work of CI/BOP of Sanmen nuclear power project,the first nuclear power plant over the world with Westinghouse Advanced Passive Presurrized Water Reactor(PWR)AP1000. When facing the new challenges,we should comfort to the trend of the times and root the concept of "safety first,quality first" in our mind.And promote ourselves by thinking regularly and haveing the courage to explore.

    摘 要:AP1000保温层结构和以往国内已建或在建的压力容器保温(本文以CPR1000为例)有着较大的区别,为了能够更好的保证AP1000压力容器保温结构的施工质量,本文根据在建的三门1#核岛AP1000压力容器保温施工及其质量控制为基础,分析了保温安装过程中的主要控制点以及主要困难,并对相应的控制方法进行了简述,为后续项目中压力容器筒体保温的安装质量控制提供参考。

    Abstract:Reactor vessel insulation is one of the important components for design function of nuclear plant,and the quality is a critical element during operation. There is a big difference for reactor vessel insulation between AP1000 and other plant in china. In order to achieve high construction quality of AP1000 reactor vessel insulation,the main quality control points,construction difficulty analysis and the good solution methods for AP1000 plant reactor vessel insulation are given based on the actual construction experience of on Sanmen AP1000 plant. It is a good reference for the later AP100 plant construction.

    摘 要:本文主要介绍了一种可以控制核用管材加工尺寸质量的方法,即统计过程控制方法(SPC),探索了其过程能力指数统计法(cpk)和控制图法来控制管材加工尺寸质量的可行性,并结合实例分析了其效果,发现:cpk 可以有效地分析工序过程是否满足工艺规范,并能给成本、效益的优化匹配提供参考依据;控制图法则能避免以往质量管理工作中仅仅只是检验和剔除出不合格品的弊端,它使这种被动的事后把关发展到了过程中积极的事前预防,它强调全员参与管理质量,它对生产过程进行分析评价,根据反馈信息及时发现异常因素的征兆,促使管理者采取措施消除其影响,使过程维持在仅受随机因素影响的受控状态,从而达到控制质量的目的。

    Abstract:This paper describes a method named statistical process control methods(SPC),which can control the quality of the pipe processing size. It explores the feasibility by the capability of process index Statistics Key(cpk)and the Control Chart to control the quality ofprocessing size .It analysis the effect with examples,and found:Cpk can not only effectively analyze the process whether meets the process specifications,but also can give optimal matching of reference for cost-effective. Control Chart has the ability to avoid the drawbacks of just testing and removing of non-conforming products in the past quality management,it develops the passive check to a positive advance prevention,which emphasizes full participation in the quality management and evaluation of its production process. According to feedback information to detect signs of abnormal factors,It can prompt managers taking measures to eliminate its effects,and maintaining the process only effected by random factors in the controlled state to achieve quality control purposes.

    摘 要:质量保证部门按照书面程序要求开展质量保证监查工作,但是目前部分的质量保证监查工作实施效果不理想。本文提出了转变“符合型”质保观念,向注重实际工作绩效的“实效型”质保转变,以质量保证的实施业绩来评价质量保证活动的有效性。本文还对目前质量保证监查中存在的问题进行了分析,并提出了提高监查人员能力的方法及技巧,对于加强监查人员队伍建设,解决目前质量保证监查工作中存在的问题,提高质量保证监查工作有效性有重要意义。

    Abstract:Quality assurance department shall perform quality assurance audits as per requirements in written procedures. However,the effect of some quality assurance audits is not satisfactory at present. The transformation of quality assurance from “conformity” to “actual effect” that focuses on actual work performance is put forward in this paper,aiming to evaluate the effectiveness of quality assurance activities by implementing performance of quality assurance.     Abstract:This paper introduces the characteristics of equipment surveillance management of Haiyang AP1000 nuclear power plant and expatiates the utility’s equipment surveillance organization,surveillance personnel training and authorization,managing procedure system and surveillance classification management,technical support and information management development,dispatch of surveillance residents and assessment to the surveillance contractor in detail,which shares the experience and lessons learnt on equipment surveillance for nuclear power plant.

    摘 要:阳江核电项目应急柴油发电机组贮油罐发生到货设备容积不满足设计要求的质量事件。论文描述了事件经过,对该设备设计过程质量控制的各个环节进行了分析,找出了直接原因及薄弱环节,评价了该事件对后续采购安装活动的影响,提出了对于同类设计在设计过程质量控制以及设计管理方面的经验反馈。

    Abstract:A quality event that the arrival equipment volume is inconsistent with design requirement occurred to the oil tank of emergency diesel generators for Yangjiang nuclear power plant. This paper describes the incident,makes an analysis on each links of quality control in course of the equipment design,finds out the direct reasons and weak links,evaluates the impact of this event on the subsequent procurement and installation activities,proposes experience feedback on design procedure quality control and design management of the similar design.

    摘 要:老化与寿命管理技术研究是进行核电站寿命与安全分析的重要手段。核电数据质量的管理水平很大程度上反映老化与寿命管理的能力与水平,而目前缺乏对于数据质量及其相关管理问题的系统研究,严重制约了相关技术和管理水平的推进与发展。本文从我国核电站老化与寿命管理的起因及相关技术研究的现状出发,系统地梳理了核电站老化数据的来源与特点,利用层次分析的观点,引入数据全生命周期的概念,提出影响数据质量的主要因素以及数据表征的体系结构,为开展核电站老化与寿命数据质量管理与相关问题的研究提供重要参考。

    Abstract:The research of aging and life management technique is an important approach for life and safety analysis of nuclear power station. Quality management level of data of nuclear power is a essential factor for aging and life management. But the data quality problem has restricted the advances of related research. This paper begins from introducing the present situation of the research of aging and life management of china’s nuclear power station. The origins and characteristics of aging data of nuclear power station have been described systemically. Based on hierarchical analysis and introducing the concept of data life cycle,the major factors,which can affect the data quality severely,and the data characterization system are proposed. And so they can provide important references for the research of related problems about aging and life management of china’s nuclear power station.

    Abstract:This paper expatiates on the quality improvement practices launched by Company A to solve the quality problems and delays encountered in process of localization of an important nuclear safety equipment. The quality management department of the company firstly analyzed the causes of quality accidents and non-conformance and special investigation and study of problems in respect of human factors. Based on the results of analysis and studies,possible causes were entirely allocated and improving solutions found through brainstorming method. The quality improving solutions were systematically implemented and achieved good effects. Thus the unfavorable situation in quality and project schedule was improved.

    Abstract:A large number of problems in the AP1000 A2 Suppliers’ implementation of ASME,AWS,ASTM,NOG-1,NQA-1,10CFR50 appendix B etc. are firstly put forward,which emerge from the targeted surveillance to AP1000 A2 Suppliers performed by SNPEC and WEC. Some proposed measures are put forward after analyzing and summarizing to these problems. A2 suppliers’ quality management trend is analyzed and judged and the basic quality supervision information is provided too. Consequently,the quality surveillance personnel can understand the suppliers’ problems better and quality surveillance work

    Abstract:in this paper,the equipment supervision in Shandong Haiyang Nuclear Plant is chosen as the background. The “four everything” nuclear safety philosophy,which specifically means “everything is based on regulation;everything is justified by record;everything is under control;everything is under supervision” is introduced and discussed in order to implement these concepts in each work section. Combined with the experience form Haiyang Project,detailed and in-depth analyses are presented on the construction of document system,the configuration of organization,team building,and process management.     摘 要:本文主要从秦山核电有限公司C2调试项目从调试准备阶段开始策划调试组织机构的建立、《C2调试项目质量保证大纲》及其相关管理程序的编写、准备阶段对调试分包商的选择及外部质保监查以及内部调试准备工作的自我评审,在C2现场调试实施期间的质保监督等活动的描述,阐明开展上述质量保证活动对保证调试质量所起到的作用。同时对调试准备阶段及调试实施期间开展质量保证活动所取得的经验进行总结,并对存在的不足提出改进和建议,以期在今后核电机组调试期间更好地运用“质量保证”这种有效的管理手段,为今后国外同类核电机组调试工作的顺利进行起到有

    Abstract:this paper introduces the commissioning organization establishment,QAP and certain management procedures development,QA audit to commissioning sub-contractors and internal self-assessment for the commissioning preparation stage,and the QA surveillance activities during commissioning implementation in C-2site,also explains the function of above QA activities to ensure the commissioning quality. Meanwhile summarize the experience obtained in commissioning preparation and
    implementation stage,put forth the suggestion and corrective actions for the deficiencies found during surveillance. It hopes to make some good influence for the future nuclear power plant commissioning by utilization of the effective management method--quality assurance.

    摘 要:焊接生产过程是核电站建造过程中的重要环节之一,焊接施工质量控制的目的是确保合同、规范及标准、技术规格书、设计图纸的相关技术条件所规定的质量标准得到满足。我国第三代核电AP1000自主化依托项目——三门核电一号机组是全球首堆施工现场,焊接质量控制也至关重要,作者对AP1000焊接过程质量控制问题进行一些阐述。系统介绍了一下施工现场焊接的全过程控制要点。

    摘 要:海阳核电厂1# CA20 第三次SCC(自密实混凝土)采用整体式浇筑方法,已于2011年6月5日完成,整体浇筑高度大于16m;为确保SCC 整体式浇筑的成功,海阳SPMO QC 对SCC整体浇筑进行全过程质量控制工作;SCC 整体式浇筑全过程质量控制可分为施工筹备阶段、SCC浇筑过程及浇筑后质量控制,为达到各项质量控制指标,针对各工作阶段设置质量控制要点并实施控制,取得较好的质量控制效果。本文对海阳核电厂1# CA20 第三次SCC整体式浇筑质量控制过程进行总结,为后续的SCC 施工质量控制提供借鉴。

    Abstract:The third SCC(Self-Consolidating Concrete)placement for 1# CA20 of HAIYANG Nuclear Power Plant had adopted entire method and finished in 2011-06-05,the pour height is more than 16m,in order to assure the entire pour success,SPMO QC had controlled through the all process,the All Process Quality Control include preparing stage,SCC pouring process stage,and post-placement stage,in order to get the quality standards,set important quality control points,implemented and obtained better effect,this article conclude the process of quality control of the third SCC pour for 1# CA20 of HAIYANG Nuclear Power Plant,and analyses the quality condition to provide experiences for quality control of following SCC placement.

    摘 要:核电厂流体系统及其部件清洁度的获得和保持,是核电厂质量控制的一个重要方面。目前国内的质保法规如HAF003及其相关导则对清洁度的要求不是很明确,但是在实际工作中,却需要我们对清洁度的控制做出规定。在AP1000电厂的设计、建造过程中,各相关单位不仅要遵守我国的核安全法规,还要遵守美国的核安全法规ASME NQA-1,在流体系统及其部件清洁控制方面,按照国内的核安全法规和NQA-1的要求,制定了相关的控制方法和措施,本文介绍了三门核电厂对清洁度的控制,和在核电厂安装活动中对清洁度的相关要求。

    Abstract:The cleanliness obtainment and maintenance of fluid system and its components in nuclear power plant is an important part in nuclear power plant quality control. At present,it is hard to find a clear requirement of the cleanliness in national quality assurance regulation,such as HAF003 and its guides. However,we need to give a prescription on cleanliness control in practical work. During design and construction of AP1000 nuclear power plant,each relevant unit needs to follow not only Chinese nuclear power safetyregulations,but American nuclear power safety regulation ASME NQA-1 also. Weformulate related control methods and measures on the cleanliness control of fluid system and its components according to Chinese nuclear safety regulations and NQA-1’s requirement. Here below introduces the cleanliness control in Sanmen Nuclear Power Plant and cleanliness requirement during nuclearPower plant installation activities.

    摘 要:我国“十二五”规划中,核电站的发展成为战略目标。全球首台AP1000核电站,第三代非能动压水堆的先进技术,将核电站本质安全提高至较高的水平。汽轮发电机组作为常规岛核心部分,承担机组稳定运行的重担,并与核岛主设备紧密联系,其技术在火力发电站已发展的足够成熟,但涉及到核安全,重视程度急剧提高。承载汽轮发电机可靠运行的是精确又扎实的基础,即贯彻到基础的设计、施工、验收、设备安装整个过程。汽轮机基础的核心是地脚螺栓,使得地脚螺栓的预埋精度直接影响汽轮机主设备的就位。本人通过三门核电#1机组汽轮发电机组基础螺栓样板架的安装
    实践,并结合高精度地脚螺栓预埋经验,进一步阐述常规岛汽轮发电机组地脚螺栓的预埋质量控制。

    Abstract:The development of nuclear power plant is the strategic goal of the twelfth Five-year Plan period in China. The application of the technology of pressurized water reactor(PWR)of AP1000 has promoted the safety of nuclear power plant to a higher level. As the kernel of the common island(CI)'s operation,the technology of the steam turbine generator in thermal power plant has been successfully performed,which emphases it to be a mature one. However,since the operation of steam turbine generator has an influence on the operation of the nuclear island(NI)as well as the safety of the whole plant,it still needs
    to be pay close attention to. The base of the stable operation of steam turbine generator is the implement of the following sections as a whole:design、construction、acceptance and equipment installation. What’s more,the base of the foundation of turbine is the anchor bolt which gives the priority to the accurateness of the requisite degree. This paper is going to give more detailed information about the quality control when embedding the anchor bolt of the CI's steam turbine generator with the setting procedure of general foundation bolt of T/G foundation and the importance of the accurateness of the embedded anchor bolt.
